Néanmoins, nous avons décalé l'audit à blanc, pour nous mettre en ligne avec la nouvelle organisation, renforcer le pilotage des processus, et vérifier que le système aide les opérationnels.
Quel est le rôle des responsables de processus ?
Leur rôle est essentiel, ils doivent garantir que le processus est pertinent et efficient, s'engager à faire en sorte qu'il soit accessible et applicable par tous, et animer l'amélioration continue.
De nouveaux responsables ont été désignés pour donner un nouvel élan au pilotage (voir la rubrique "Les acteurs").
Quel est le planning ?Il s'agit de réaliser l'audit à blanc avant la fin de l'année 2007.
Rappelons ses trois objectifs :
- fournir des informations factuelles sur l'état du système,
- "roder" RFF à la pratique de l'audit : l'audit à blanc est réalisé dans la configuration de l'audit de certification,
- mobiliser les collaborateurs des Directions auditées, et par des actions de communication, tous les acteurs de la maîtrise d'ouvrage.
La mobilisation de tous permettra de réaliser l'audit à blanc, préalable à la certification qualité, à la fin de l'année 2007.

- Le réseau des correspondants qualité dans les Directions fonctionne. Des réunions d'animation sont organisées régulièrement pour partager les expériences, soulever des problèmes et chercher ensemble des réponses.
- Le réseau des auditeurs qualité interne est en place et a permis de réaliser dix audits en 2005 et dix-sept en 2006. Ces auditeurs qualité internes, à temps partiel, mettent ainsi leurs compétences au service de la maîtrise d'ouvrage de RFF. L'objectif est de souligner les points forts et d'identifier les points qui nécessitent une vigilance particulière et de proposer des pistes d'amélioration. Ces audits ont été très bien perçus par les intéressés. Pour 2007, il est demandé aux responsables de proposer les sujets qu'ils souhaitent voir auditer dans leur direction ou service.
Toutes ces remontées d'information sont utilisées pour faire évoluer les processus. Cette évolution tient compte des modifications d'organisation ou de contexte et des propositions d'adaptation et d'amélioration (simplification, ergonomie, etc.). Le système a évolué – pas assez - pour mieux répondre aux besoins.
Il faut également mentionner les actions menées dans les Directions pour adapter le système général, Synchrone, aux besoins locaux. On peut citer les plans de classement, les notes d'organisation, les procédures particulières pour les Comités régionaux des projets d'investissement et des outils divers de suivi.
Le guide de la concertation, élaboré par le pôle Concertation (Secrétariat général) vient de sortir.
La réalisation de ce guide était programmée au moment de l'élaboration de la procédure "Faire partager la légitimité de l'ouvrage". Intégré par principe à la procédure, il vient enfin aujourd'hui la compléter. Ce guide constitue désormais un outil incontournable pour les agents de RFF qui doivent "faire avec" la concertation.
Ce guide aborde essentiellement les enjeux et pratiques de la concertation avec les administrations, les élus, les associations, les acteurs économiques et le grand public dans le cadre des projets de développement du réseau.
La structure du guide doit permettre une approche sous plusieurs angles :
- la première partie aborde les enjeux et principes de la concertation en exposant notamment le contexte spécifique aux projets ferroviaires, les implications de la concertation pour le métier de chargé de projet, le langage et les dimensions de la concertation,
- la seconde partie fournit des conseils pratiques pour préparer et mener une concertation (mobiliser une équipe projet ; concevoir une stratégie de concertation ; etc.),
- la dernière partie rassemble douze fiches opérationnelles synthétisant les éléments clés sur des sujets précis (le débat public, l'étude de contexte, etc.).
